Stahi Rajdhani Gairsain Samiti

The Sthai Rajdhani Gairsain Samiti was founded by former IAS officer Vinod Prasad Raturi in July, 2025 with the support of others. The samiti has the singular, resolute mission of establishing Gairsain as the permanent capital of Uttarakhand. After 25 years of statehood, the dual capital system (Dehradun in summer, Gairsain in winter) has created an imbalance where development is heavily concentrated in the plains, leading to a critical lack of essential facilities like health and education in the crucial hill regions.

Why Gairsain?

Gairsain is the Geographical Imperative: This is not merely an emotional appeal; it is backed by strong administrative and geographical logic. Gairsain is situated along the central axis of both the Kumaon and Garhwal divisions, offering the most equitable and accessible administrative center for all citizens. Establishing the capital here is the only path to truly decentralize development, honor the original spirit of the statehood movement, and ensure long-term sustainability for the entire mountainous state.

We want our capital, Gairsain.

Despite our Samiti founder raising this issue while he was in service, inertia prevailed.

 

The Samiti has now mobilised many more people through pivotal movements, including protests on September 21st (Delhi, Jantar Mantar), October 12, 2025 (Dehradun, Parade Ground), November 9, 2025 (Karanprayag) and  December 25, 2025, Chaukhatia.

 

The Samiti is now escalating its efforts by resolving to show black flags to non-responsive politicians and officials, and will pursue the matter rigorously in court to secure justice for the hills and establish a balanced, permanent capital for Uttarakhand.

Shri Vinod Prasad Raturi

Shri Vinod Prasad Raturi is a retired IAS officer hailing from Chamoli, Garhwal, who is deeply committed to the well-being of Uttarakhand. Driven by a desire to address regional development imbalances and improve essential services in the hill regions, he founded the Sthai Rajdhani Gairsain Samiti in July 2025 to advocate for establishing Gairsain as the permanent capital of the state.

Shri Rajendra Prasad 

Hailing from the Garhwal region of Uttarakhand, Shri Rajendra Prasad is the retired Director of Airworthiness for the Directorate General of Civil Aviation. He holds 39 years of vast aviation experience, having served 15 years in the Indian Air Force and 24 years regulating aircraft and drones at the DGCA. Retiring in 2023, he brings deep technical, regulatory, and administrative expertise to the endeavour.

Shri Anil Bahuguna

Shri Anil Bahuguna is originally from Tehri Garhwal and currently resides in Dehradun. Having personally witnessed the employment struggles of mountain migrants working outside the state, he actively engages in social causes to support them. Through his work with the Sthai Rajdhani Gairsain Samiti, he firmly advocates that establishing Gairsain as the permanent capital is essential for the region's holistic development.

Shri Kuldeep Agarwal

Originally from Ramnagar, Nainital, Shri Kuldeep Agarwal is an active participant in Uttarakhand's social movements, having been associated with the Sthai Rajdhani Gairsain Samiti since the Chaukhutia movement. He is actively involved in print and electronic media, currently serving as the Correspondent and General Secretary of the Uttarakhand Press Club. Additionally, he holds organizational responsibilities within the RSS and BJP. He remains committed to public welfare and the region's holistic development.

Shri Jaspal Singh Rawat

Shri J.S. Rawat is an active participant in the organisation, contributing to its ongoing efforts. Alongside his involvement with the group's social initiatives, he brings valuable professional experience to the movement through his career working at Spectrum Engineers.
